March 31, 2011:  Trespass

On 3/30/11 at approx. 11:56am the Town of Poughkeepsie Police Department received a complaint of a trespasser on the Hudson Heritage Development LLC property (old Hudson River State Hospital) located at 3532 North Road in Town of Poughkeepsie. Police Officers responded to the report and located the trespasser on the southeast portion of the property. This subject was also found to be in possession of a quantity of copper which was removed from one of the buildings on the property.

The 46 year old male from Kingston was subsequently charged with Criminal Possession of Stolen Property 5th (A/Misd) and Trespass (Violation).

The Town of Poughkeepsie Police Department would like to advise the public that anyone found trespassing upon the Hudson Heritage Development property will be subject to arrest.

March 25, 2011:  Fraud

Town of Poughkeepsie Police Chief Thomas Mauro reminds residents to be careful of “scams” with the arrival of spring. Our department has already begun investigating scams, particularly against the elderly, which involve driveway paving, general home repair, chimney cleaning, gutter repair and tree trimming.

These scams involve contractors going door to door and either require payment up front and the work is not performed or they do a poor job and overcharge when the work is completed. The contractor will first request cash for payment, but even if they cannot get cash, they try for a personal check that is made out in their name, not the business name. They will then proceed right to the bank to cash it and you will never see them again or reach them by phone.

Most recently, an elderly female agreed to pay $100.00 to have two asphalt holes patched after two men stopped by her house soliciting business. Upon completion, the two workers approached the homeowner and demanded $1200.00 for the same work and asked for it in cash which would enable her to get a $100 discount. Intimidated by the men, the homeowner drove to the bank, followed by the men. The homeowner withdrew $1100.00 for payment and the men left after giving her a generic hand written receipt. 

Tips to consider to avoid door-to-door scammers:

Do not do business with door-to-door sales people, rather seek out the service yourself.

Contractors should always be able to prove that they have a contractor’s license and insurance.

Don’t do business on the spot, get references. Don’t be pressured by a limited time or “fantastic deal”.

Make payment by check (payable to a business name) or credit card and never pay with cash.

A receipt is worthless unless the business is valid and reputable.

Don’t be afraid to offend someone by not doing business.

Just because someone seems nice and honest, doesn’t mean they are.

Read contracts closely, sign them and get a copy of a signed contract before the work is performed.

Anyone soliciting business, or selling products door-to-door in the Town of Poughkeepsie must obtain a Peddler’s Permit from Town Hall and provide same when soliciting business. If you feel intimidated or uncomfortable, lock your door and call the police. Obtain as much information about a solicitor such as any individual’s description, vehicle description and license plate number.

March 24, 2011:  Narcotics and Weapons Investigation

The Town of Poughkeepsie Police Department and the Dutchess County Drug Task Force were involved in a joint investigation into narcotic sales and illegal possession of weapons at a residence in the Town of Poughkeepsie.

After a month long investigation, the above agencies were able to obtain a search warrant for 13 Woodcliff Avenue in the Town of Poughkeepsie. The search warrant was executed on Thursday, March 23, 2011, at approximately 1:00 p.m. The Town of Poughkeepsie Police Department SWAT Team was used to secure the residence and several occupants were located inside. Two (2) of the occupants were arrested. Another subject was arrested earlier in the day.

March 18, 2011:  Assault, Weapon

On March 17, 2011 at 4:44 p.m. the Town of Poughkeepsie Police Department responded to a report of a female that had been stabbed near the kitchen area of St. Francis Hospital. The suspect, described as an Hispanic male, left the scene on foot in the area of the hospital. He was located near Route 9 and Washington Street, still armed with the knife and threatening police officers. Town officers were unsuccessful in deploying a TASER. Police officers on the scene, assisted by the City of Poughkeepsie Police Department, were able to successful subdue the suspect by tackling him and removing the knife from his hand.

The victim, an employee of the hospital, received medical treatment for non life threatening injuries. The suspect is a former employee of St. Francis Hospital, both were known to each other.

The defendant was arraigned before Judge Paul Sullivan and remanded to the Dutchess County Jail in lieu of $50,000.00 cash bail. Defendant is to reappear in Town Justice Court on March 22, 2011 at 4:30 p.m.

March 15, 2011:  Arrest, General

The Town of Poughkeepsie Police Department Traffic Enforcement Unit reports the arrest of Karim Seise, 39 years old, of Poughkeepsie New York following an investigation of a serious injury automobile accident involving an all-terrain vehicle that occurred October 27, 2010 on Seitz Terrace in the Town of Poughkeepsie.

Seise, along with a 3 year old juvenile, who was a passenger on the ATV, sustained serious injuries as a result of the crash. The investigation revealed that Seise, who was illegally operating the ATV on the roadway, while operating in a reckless manner, crashed into a parked minivan causing the ATV to roll over ejecting himself and the 3 year old juvenile passenger, causing serious injuries to both. Seise and the 3 year old passenger were not wearing protective helmets at the time of the crash.

Following the crash, the 3 year old juvenile was initially transported to St. Francis Hospital and subsequently transported to Westchester County Medical Center’s Pediatric Intensive Care Unit for treatment of his injuries. The 3 year old juvenile has since made a full recovery.

Child Protective Services (CPS) was contacted following the crash and assisted throughout the investigation. 

Seise was charged with: -Assault 1st Degree, B-Felony -Endangering the Welfare of a Child, A-Misdemeanor -Unregistered ATV, Traffic Infraction -Unlawful Operation on a Highway, Traffic Infraction -Speed Not Reasonable and Prudent, Traffic Infraction -Reckless Driving (ATV), Traffic Infraction -No Helmet (ATV), Traffic Infraction -No Insurance (ATV), Traffic Infraction

 -No Permanent Seat for Passenger (ATV), Traffic Infraction

 Seise was remanded to the Dutchess County Jail in lieu of $5000.00 cash bail or $10,000.00 bond.

Press Release from the Office of the Chief of Police Town of Poughkeepsie Police DepartmentOn March 2, 2011, the Town of Poughkeepsie Police Department was awarded New York State Law Enforcement Accreditation by the New York State Division of Criminal Justice Services Law Enforcement Accreditation Council.  Accreditation is the process by which law enforcement agencies demonstrate that they operate in compliance with accepted standards.  The purpose of accreditation is to enhance the effectiveness, efficiency and professionalism of a police agency while promoting best practices, training and public confidence in law enforcement.  This accreditation certification demonstrates that the Town of Poughkeepsie Police Department performs in a consistently professional manner and that formalized policies are in place to govern its operational practices and procedures.  In January of 2011, after a 36-month restructuring of the departments Policy and Procedures, three (3) State Accreditation Officials conducted a three (3) day on-site inspection of the Town of Poughkeepsie Police Department.  The inspection was conducted to document that the Town of Poughkeepsie Police Department had met the 132 established accreditation standards and subsequently led to the awarding of accreditation.     Chief Thomas Mauro stated “this honor of achieving New York State Accreditation is evidence that the Town of Poughkeepsie Police Department’s policies, procedures and operations meet the standards of current law enforcement best practices and are an indication of our professionalism.  Everyone on our staff works hard everyday to make this department effective and efficient in serving the residents of the Town of Poughkeepsie.  This accomplishment speaks to their dedication and commitment”.  The initial accreditation is for a five (5) year period and requires the department to annually meet established accreditation standards.  Approximately 30% of eligible police agencies in New York State are currently accredited.   In Dutchess County, the New York State Police, City of Beacon Police Department, Town of East Fishkill Police Department and the Dutchess County Sheriff’s Office are accredited.  For more information on the accreditation program visit the DCJS website at:  www.criminaljustice.state.ny.us         

   

March 2, 2011: Stolen Vehicle, Recovered

On March 2, 2011 at 6:46 a.m. a 1998 Honda Civic was reported stolen from South Gate Drive in the Town of Poughkeepsie. At 2:21 p.m. a Town of Poughkeepsie Police Officer on routine patrol observed the stolen vehicle being operated on Route 376 near Sun Rise Lane. The driver, a 28 year old female (details below), was arrested at the scene without incident and transported to the Town of Poughkeepsie Police Department.

A 52 year old male passenger in the same vehicle, Lawrence W. Treadwell, d.o.b. 11/24/58, was arrested and turned over to the control of the Dutchess County Sheriff’s Office as a result of an active Dutchess County Family Court Warrant for failure to pay child support.

February 2011

February 20, 2011- Reckless Endangerment Arrest

On February 20, 2011 at 6:18pm, the Town of Poughkeepsie Police Department responded to reports of gunshots being fired in the vicinity of Springside Avenue and North Grand Avenue. Responding police patrols heard a shotgun being fired from a private residence at 1 Springside Avenue. Police officers could hear loud screaming coming from inside of the home. Upon hearing the screaming , police officers began an emergency entry into the home.

Officers subsequently came into contact with a male suspect on the second floor of the residence. He was directed to leave the shotgun and comply with the officers. While exiting the house and stepping onto the front porch, the suspect refused to remove one hand from his jacket pocket and had to be forcefully subdued and handcuffed. Town of Poughkeepsie Police Officers completed entry into the home and found the suspects mother collapsed on the livingroom floor. Officers began first aid and notified the Arlington Fire Department who responded to the scene with an ambulance . She was treated at the scene and refused transport to an area hospital. There were no injuries to either the suspect, his mother or responding officers.

A search of the suspects bedroom resulted in the recovery of a Remington 12 guage shotgun containing two (2) live rounds of ammunition. In addition, four (4) empty/spent 12 guage shotgun casings were recovered . The suspect had fired the shotgun out of the second floor bedroom window into the air. Also recovered during this search were 6 marihuana plants growing in a hydroponic irrigation and grow light system. Bags of package marihuna were also seized.

February 3, 2011 – Grand Larceny 3rd

During December 2010, the Town of Poughkeepsie Police Department reports that they received a complaint from a Town of Poughkeepsie business, Dutchess Tel-Audio, 5Spackenkill Rd., regarding an employee that was embezzling money from the business. An audit of their financial records revealed numerous discrepancies.

An investigation was conducted and revealed that the bookkeeping employee began stealing from the company in February 2010 until December 2010. The employee was using company checks and credit cards for her own use. She committed larcenies during that time period that amounted to a total of approx. $44, 455.00.
