December 18, 2009 – Grand Larceny
On December 18, 2009 an off-duty City of Poughkeepsie Detective contacted the Town of Poughkeepsie Police Department in reference to a suspect involved in a recent string of pocketbook larcenies occurring in the Town of Poughkeepsie, and Town of Hyde Park areas. The suspect was observed operating a vehicle in the area of Route 9W in the Town of Highland.
With the assistance of the Town of Lloyd Police Department, the vehicle was stopped and the suspect was detained. Detectives from the Town of Poughkeepsie Police Department responded to the scene and escorted the suspect back to the town of Poughkeepsie to continue the investigation. Further investigation led to the arrest of the 33 year old male suspect from the town of Poughkeepsie. He was charged with 6 counts of Grand Larceny and held pending arraignment in the town of Poughkeepsie court. The investigation is on going and more charges may be filed in the future.
During the investigation, the town of Poughkeepsie Police Department was assisted by the city of Poughkeepsie Police Department, Dutchess County Sheriff’s Office and the Town of Lloyd Police Department.

December 11, 2009 – Forged Instrument, Passing
On December 11, 2009, the Town of Poughkeepsie Police Department responded to a local drug store in the area of South Road for the report of a Forged Prescription that was being passed at a pharmacy. Upon arrival officers from the Town of Poughkeepsie Police Department located a 55 year old male subject who was in possession of oxycontin, a controlled substance which he obtained by passing the forged prescription.
The suspect was arrested and charged with Criminal Possession of a Controlled Substance in the third degree, Criminal Possession of a Forged Instrument and Criminal Possession of Stolen Property in the fifth degree. He was held at the Town of Poughkeepsie Police Department pending arraignment.

December 11, 2009 – Burglary, Residence
On December 11, 2009 at 3pm the Town of Poughkeepsie Police were called by a homeowner on Overocker Road in the Town of Poughkeepsie to report a burglary that occurred during the daytime hours while they were at work. The homeowners found a window broken out and discovered that a 40 inch flat screen TV was missing from the house.
Further investigation developed a suspect who was later arrested for the burglary. The television was recovered as well as additional property that was reported stolen during a burglary in the Town of Hyde Park. The investigation is continuing and additional charges are pending .

December 11, 2009 – Suspicious Person
On December 10, 2009 at about 9:30am, The Town of Poughkeepsie Police Department responded to a complaint from a female Vassar College student that she had just been grabbed in the buttocks area by an unknown male on the Vassar College campus. Police determined shortly thereafter that a total of three (3) female Vassar students had been touched that morning on the campus.
Town of Poughkeepsie Police responded and searched the area. A suspect was located on Raymond Ave. in the Arlington area that matched the description of the suspect.
The Town of Poughkeepsie Police Department was conducting an ongoing investigation initiated in September due to a series of incidents in and around Vassar College and the Arlington area. After a subsequent investigation, the defendent was charged with a total of 10 counts of forcible touching- all a Class A misdemeanor. The suspect is responsible for grabbing the buttocks of 7 additional women in the Arlington area since September 2009.
Chief Thomas Mauro stated that the investigation and subsequent arrest of this defendent were a result of victims reporting what happened to them and their cooperation with the investigation conducted. Chief Mauro also commended the proactive assistance over the past 3 months provided by Vassar College Security staff and the administration of the college. Chief Mauro stated that the police department works daily with all 3 colleges in the Town and again,this mutual cooperation resulted in a successful investigation and arrest., the second in 2 days (Marist College 12/9 incident)

December 10, 2009 – Attempted Kidnapping
On December 9th 2009, at approximately 9:45pm, the Town of Poughkeepsie Police were notified by Marist College Security concerning a report of a female student who was just threatened near the campus . Responding police patrols were told by the 21 year old victim that she was on the Rt 9 sidewalk in front of the campus when she was approached by a male subject who forcibly grabbed her around her shoulders. The suspect stated he had a knife and gun and threatened to harm her if she did not go with him. The victim began yelling and she was overheard by another 23 yr old male student in the immediate area who ran to assist the female victim. The suspect fled the area on foot .
Based upon the descriptions from the victim and witness, Town of Poughkeepsie Police Officers located the suspect near Rt9 , north of the campus, at approximatley 9:55pm. A subsequent investigation resulted in the arrest of the defendent (see below).
The victim was not physically injured. She is being assisted by Marist College Security officials and the Marist College Office of Student Affairs .
Chief Thomas Mauro reports that the defendent is a New York State convicted registered Level 2 Sexual Offender. No weapons were displayed or recovered in this incident. Chief Mauro stated that the male Marist student immediatley came to the aid of the victim and his actions are directly responsible for the positive outcome in this incident. Chief Mauro also indicated that Marist College Security Officers acted in a timely manner and their assistance was instrumental throughout the investigation.

November 2009
November 16, 2009 – Robbery
On November 16, 2009, at approximately 1:41 p.m. the Town of Poughkeepsie Police Department responded to the Shopps at South Hills for the report of a fight in the parking lot at the rear of the mall.
Arriving patrols from the Town of Poughkeepsie Police Department determined that a 30 year old male had been confronted and subsequently assaulted and robbed of his cell phone and cash. Three males and one female suspect(s) were observed leaving the scene in a gold Toyota Corolla. A witness provided a license plate and the information from that registration was broadcast to all police agencies in the immediate area.
At approximately 2:30 p.m. a New York State Police Trooper located the suspect’s vehicle at a convenient store in Lake Carmel, Putnam County.
A subsequent investigation of this incident led to the arrest of the four suspects for the charges listed below. The victim was transported by a local ambulance to St. Francis Hospital for undisclosed injuries, he was treated and released.
The Town of Poughkeepsie Police Department was assisted in this investigation by the New York State Police, Town of Kent Police Department, Putnam County Sheriffs Department and the Town of East Fishkill Police.
Town of Poughkeepsie Police Chief Thomas Mauro reports that the victim in this case knew one of his assailants and the victim was not a random target The exact motive for the robbery is not being disclosed.

November 12, 2009 – Robbery, Strong-arm
On October 22, 2009 at about 10:12 pm the Town of Poughkeepsie Police Department received a phone call from a 61 year old woman reporting that she was just robbed of her pocketbook in the parking lot of Kentucky Fried Chicken,750 Main Street, Town of Poughkeepsie. Town Police Patrol Officers responded to the scene and checked the area with assistance from the City of Poughkeepsie Police Department. At the time of the call the suspect had fled the area and was not located by responding Officers. Initial information was collected at the scene and was forwarded to the Town of Poughkeepsie Detective Division for investigation.
On November 11, 2009 at about 1:45 pm, the Town of Poughkeepsie Police Department received a call reporting a suspicious male entering unlocked vehicles in the area of Main St and South Grand Avenue. Patrol Officers and Detectives located the subject in the area of Main Street and Corlies Avenue. During further investigation, the suspect was arrested and charged with the Robbery that occurred at Kentucky Fried Chicken on October 22, 2009. Some property belonging to the woman was recovered during the investigation. There were no injuries incurred during the incident.

October 31, 2009 – Robbery, Strong-arm
On October 31st, 2009 at approximately 5:30 PM, the Town of Poughkeepsie Police Department reports investigating a strong arm robbery of a male and female pedestrian on Manchester Road (Route 55) in the Town of Poughkeepsie.
The victims reported being robbed by five black males between 18 and 25 years of age, while walking on Manchester Road. During the incident the male victim was knocked to the ground, property was taken form both victims, no weapons were displayed.
The suspects fled the area on foot towards Henmond Blvd. The area was checked by the Town of Poughkeepsie Police Department’s K-9 unit. no suspects were located. There were no injuries resulting from the incident and the robbery is currently under investigation. Seasonal Parking Restriction
With the winter season approaching, Town of Poughkeepsie Police Department Chief Thomas Mauro is reminding residents, business owners and visitors of the seasonal parking restriction in the Town of Poughkeepsie. This local ordinance allows for the efficient and timely removal of snow from town roads for the safety of all motorists.
Town law prohibits the parking or stopping of any vehicle on any street, road or highway in the Town of Poughkeepsie between the hours of 12 Midnight and 8:00 AM from November 1 through April 1.
A violation of this ordinance is punishable by a fine of up to $100.00 for a first offense and higher subsequent fines for repeat offenders. The law also authorizes the removal and impounding of the vehicle in violation. Anyone with questions should contact the department for further assistance.
October 7, 2009 – Accident – Personal Injury
The Town of Poughkeepsie Police Traffic Enforcement Unit reports investigating a 2 car personal injury motor vehicle accident that occurred at approximately 10:36pm on October 6, 2009. This occurred on Route 9 near the Poughkeepsie Plaza Mall. A Town of Poughkeepsie Police Department police vehicle was exiting the Poughkeepsie Plaza responding to an emergency call for service with its emergency lights activated when it was struck by a 1999 Ford Taurus that was travelling southbound on Route 9. The 1999 Ford Taurus was being operated by a 24 year old male from Poughkeepsie.
The police officer and the driver and occupant of the Ford Taurus involved were transported to area hospitals with minor injuries. All parties were treated and released from the hospital. A portion of Route 9 was closed during the investigation. The driver of the Ford Taurus was issued two (2) uniformed traffic tickets, Aggravated Unlicensed Operation 3rd degree and Uninspected Motor Vehicle. The Town of Poughkeepsie Police were assisted at the scene by the Arlington Fire District.
October 1, 2009 Web Site Announcement
The Town of Poughkeepsie Police Department today announces that it is launching its new and improved official website. The new design, consistent with the department’s commitment to being more technologically enhanced, features vastly improved navigation, and enhanced internal search engine and an upgraded events calendar. A key reason for this new website is to make police department information more readily available to the public.
The Town of Poughkeepsie Police Department was assisted in the creation of this new website by the office of Information Technology at Marist College and through the cooperation of Marist College President Dennis Murray. The staff at Marist College that worked with the police department were Cody Rotwein, Senior Web Developer, David Brangaitis, Systems Programmer, Eric Kenny, Network Analyst, and Bill Thirsk, CIO.
The website contains a substantial amount of new content. It showcases the organization and history of the police department and explains in detail how the various divisions of the department provide law enforcement services to the residents of the Town of Poughkeepsie. The website now contains new contact information where residents can learn about sex offenders, file graffiti complaints, submit confidential information concerning criminal activity and learn of recent news events.
Chief Thomas Mauro states that the department will continue to work to enhance the information provided on the website. “It is our goal to provide the public with new and usable information as it changes that will assist our residents in working with the police department”.

September 22, 2009 – Burglary, Non-residence
On September 22nd, 2009 at 5:44 a.m. The Town of Poughkeepsie Police Department received a call of a burglary in progress at the K-Mart store located at 61 Dutchess Turnpike in the Town of Poughkeepsie.
A subsequent investigation disclosed that a male subject had just smashed out a plate glass window and entered the store. Once inside K-Mart the subject went to an electronics display cabinet, broke into it by smashing the glass, and then grabbed several electronic items from the case and ran out of the store.
Upon arrival, the subject led police officers on a foot chase where he was apprehended a short time later. The suspect was charged with the following:

September 18, 2009 – Burglary, Non-residence
On September 18th, 2009 at approximately 8:53 am, the Town of Poughkeepsie Police responded to a reported Burglary that occurred at 2585 South Road, The Hudson Plaza. Further investigation by the Town of Poughkeepsie Police revealed that there was an actual Burglary to a storage garage located on the property. Several pieces of commercial landscaping equipment were stolen, with the total value of $10,500.00.
A joint investigation was conducted with the Town of Marlboro Police Department which resulted
in the arrest of three individuals for Burglary in the third degree and Grand Larceny in the third degree.

September 21, 2009 – Grand Larceny
On September 17, 2009, the Town of Poughkeepsie Police Department was contacted by Sears Loss Prevention to assist them with two (2) shoplifters in custody at the store. Upon further investigation it was determined that both subjects were Sears employees who worked at Sears warehouse.
Neil Montagno was taken into custody for completing an unauthorized sale of merchandise from the warehouse to another Sears employee. Daniel Booth was taken into custody after it was determined he had been making unauthorized sales from the warehouse for several months. The property included toolboxes, air conditioners and lawn mowers.

September 02, 2009 – Certified Best Practices – Sex Offender Management
The Town of Poughkeepsie Police Department has been certified by the New York State Association of Chiefs of Police (Association) in a new sex offender management program. The certification The Town of Poughkeepsie Police Department are employing proactive and sound practices in managing sex offenders in their community. The “Certified Best Practices” program was launched in January to recognize police agencies that employ certain strategies to monitor sex offenders, provide community notification and conduct enforcement. Association Executive Director John P. Grebert said, “For more than a decade, managing sex offenders has become an important function of law enforcement. Police are on the front lines in ensuring that offenders comply with the law and that citizens are informed about certain offenders living in their communities.”
Town of Poughkeepsie Police Chief Thomas Mauro commented, “The Town of Poughkeepsie Police Department takes the issue of sex offender management very seriously. We recognize the fact that offenders will be living within our community, but at the same time, we are committed to providing our residents with the maximum information allowed under the law. It’s imperative for the community to be well informed so that they can take measures to insure the safety of themselves and their families. I feel that it is critical that we have systems in place that are consistent with recognized best practices”
Association President William J. Kilfoil (Port Washington PD) said, “The New York State Association of Chiefs of Police is pleased to provide this service to our members. It is a nice acknowledgement for the hard work being done to monitor sex offenders throughout New York State.”
The policies and operations of the Town of Poughkeepsie Police Department were assessed and found to be in compliance with the elements of the Best Practices program. In addition to having a written policy pertaining to sex offender management, they were also required to provide proof of monitoring of offenders, community notification, cooperation with other agencies, and enforcement.
The Association’s director of research, development and training, Mark Spawn noted that the Best Practices program takes several factors into consideration. “This program identifies the most important aspects of sex offender registration and gives agencies the ability to have an external validation of their processes.” Spawn extended a special thanks to Detective Sergeant Joseph Cavaliere, Detective Rocco Cordato III and Ms. Dolores Spero who made the application for certification on behalf of the police department.
The Association’s program was presented at a National Symposium on Sex Offender Management in Houston in April. Spawn also said that for agencies that do not yet have a policy in place, the Association has resources to assist departments in developing a plan to meet their individual needs.
September 1, 2009 – Quality of Life Enforcement
The Town of Poughkeepsie Police Department reports charging 12 persons with violating Town of Poughkeepsie Ordinance Section 139-4 which defines the offense of ‘Unreasonable Noise’.
On 8/29/09 and 8/30/09, between the hours of 11:00 p.m. and 1:00 a.m. the Town of Poughkeepsie Police Department received numerous complaints from residents in the Fairview section of the Town of Poughkeepsie concerning loud noise from large parties.
Responding police officers subsequently issued court appearance tickets to 12 persons, of which nine (9) are Marist College students, renting homes in this area. 11 defendants are male and one (1) is a female.
The location of the parties and enforcement action was on Kelsey Road, Sunset Avenue and Fairview Avenue and involved four (4) separate houses. The defendants are due in Town of Poughkeepsie Justice Court to answer the charges on October 1, 2009. A first offense conviction for violating this ordinance carries with it a $250.00 fine.
The following statement has been issued by Chief Thomas Mauro: ‘The Town of Poughkeepsie Police Department will be consistently and aggressively enforcing the Town of Poughkeepsie Noise Ordinance and other quality of life issues and complaints in residential neighborhoods. August 31, 2009 – Endangering the welfare of a child
On Tuesday, August 18, 2009, at approximately 2:29 p.m.. the Town of Poughkeepsie Police Department and the Arlington Fire Department responded to a ‘911’ call at 14 Pond Street, a residential daycare, for a 4 year old drowning victim. Upon arrival of emergency responders, CPR was being preformed on this child by the homeowner.
The child was taken to Vassar Brothers Medical Center and later airlifted to the Westchester County Medical Center. The child was released from the hospital and is home recovering.
An investigation was conducted by the Town of Poughkeepsie Police Department with the assistance of Dutchess County Child Protective Services, Child Care Council of Dutchess County, the Child Advocacy Center and the New York State Office of Children and Family Services. The investigation revealed that: 1) The residential daycare did not have a waiver for the pool from the New York State Office of Children and Family Service, 2) They failed to meet their regulations pertinent to residential pool use and did not provide adequate supervision for the children. This resulted in the suspension of the Daycare license and the arrest of the below individuals for endangering the welfare of a child.

August 28, 2009 – Burglary
On August 26, 2009 at 6:08 p.m. a Town of Poughkeepsie Police Officer was on patrol in the area of the former Hudson River Psychiatric Center located on 373 North Road, Poughkeepsie, N.Y. at which time he heard noises and voices coming from one of the buildings on the facility.
Upon arrival of other officers two subjects were observed walking out of one of the building. It was determined that both subjects did not have permission to be on the property and were stealing copper piping from inside of the building. Both of the suspects were charged with burglary in the third degree and held at the Town of Poughkeepsie Police Department awaiting arraignment.

August 24, 209 – Robbery, weapon
On Sunday, August 23, 2009 at 6:56am, the Town of Poughkeepsie Police Department responded to Applebee’s Restaurant located on 3450 North Road for the report of an Armed Robbery.
Town of Poughkeepsie Police Officers responded to the scene and were assisted by members of the Dutchess County Sheriff’s Office. The responding officers confirmed that the incident was an actual Robbery involving a victim who is employed by Applebee’s. The victim was approached by a six foot tall, heavy set, dark skinned black male and forced into the business. The suspect pointed a gun at the victim and demanded money from the business. The suspect then left the area with and undetermined amount of cash in an unknown direction. The Town of Poughkeepsie Police Department K-9 also assisted with the investigation.

August 20, 2009 – Armed Robbery
At approximately 5pm, the Town of Poughkeepsie PD received a report of a pizza delivery person having been robbed at knife point on Hawk Lane.
The victim was located and found to be unharmed. Responding officers obtained a suspect description and began searching the area, along with Town of Poughkeepsie Police K-9 “Reagan”.
The suspect was spotted in the Bradley Village area and a foot pursuit ensued. The suspect was detained by officers shortly thereafter without further incident.

August 13, 2009 – Robbery Arrest
Over the past weeks, five armed robberies have occurred at gas stations and convenience stores in the Town of Poughkeepsie, Town of East Fishkill, and the Town of Hyde Park. In addition, attempted robberies of gas stations have occurred throughout Dutchess County.
Working together, Detectives from the Town of Poughkeepsie, Town of East Fishkill, Dutchess County Sheriff’s Office and the Town of Hyde Park developed possible suspects in these robberies.
Based on information that was developed, a search warrant was executed at a residence in the Town of Pleasant VAlley on 8/13/09. The search warrant was jointly executed by members of the Town of Poughkeepsie Police SWAT Team and teh DC Sheriffs Office Emergency Services Unit.
Further investigation resulted in the arrest of the five males named below for multiple counts of Robbery in the Second Degree, a C Felony crime. Additional charges are pending.

July 27, 2009 – Robbery, weapon
The Town of Poughkeepsie Police reports that on July 25, 2009 at about 11pm, being notified of an armed robbery that had just occurred at the Gulf Station located on Vassar Road in the Town of Poughkeepsie.
The clerk stated that two subjects walked in armed with a weapon and demanded cash.
The subjects then left the building with an undetermined amount of cash.
Descriptions of these subjects were not clear at the time of the incident and the investigation is still ongoing.
July 24, 2009 – Shots Fired Arrest
On 7/19/09 at approximately 4:00AM, the Town of Poughkeepsie Police Department responded to a residence on Bedell Road for the report of multiple gun shots being heard.
Upon arrival at the residence, officers found three (3) parked vehicles with damage from gunshots. No persons were injured, but one vehicle struck was occupied. Investigation revealed that the vehicles belonged to persons attending a party at the residence.
Further investigation resulted in the arrest of the below named defendant. The investigation thus far has revealed that this incident was related to an earlier dispute that had occurred at the party. The investigation is ongoing and additional charges are pending. The investigation is also ongoing regarding additional arrests being made.

July 23, 2009 – Residentail Burglary
On 7/22/09 at approximately 3:45PM, the Town of Poughkeepsie Police Department responded for a reported burglary in progress at a residence on Innis Avenue. The caller reported seeing two subjects kick in the front door and enter the residence next to his.
Responding officers and detectives set up a perimeter and detained two suspects as they exited the residence. These suspect were detained without incident. No one was home at the residence during the time of the burglary.
Further investigation resulted in the arrest of the two defendants for the below noted charges.

July 20, 2009 – Weapons/Drug Arrests
The Town of Poughkeepsie Police Department reports the following persons have been arrested relative to the investigation of shots being fired at the Manchester Gardens Apartment complex on 7/18/09.
The investigation of this incident resulted in the recovery of a modified Cobray CM11 9mm rifle, a bullet resistant vest, a quantity of heroin, a quantity of PCP and drug packaging materials.

July 3, 2009 – Arrest of Level 3 Sex Offender
The Town of Poughkeepsie Police Department reports the arrest of a level 3 registered sex offender for the felony crimes of failing to register and failing to register a change of address.
Information was developed that showed the below named defendant was no longer residing at the address he had registered under. Investigation by the Town of Poughkeepsie Police Sex Offender Management Unit confirmed this information and the defendant was subsequently located and arrested.

July 2, 2009 – Graffiti Arrest
On 7/01/09 at approximately 6:00 AM, the Town of Poughkeepsie Police Department received numerous complaints concerning graffiti having occurred overnight. The graffiti damage occurred on six commercial buildings and one apartment building on the 700 block of Main Street in the Arlington area of the Town of Poughkeepsie. This area is from Raymond Avenue west on Main Street to North Grand Avenue.
A subsequent investigation conducted by the patrol and detective division of the Town of Poughkeepsie Police Department resulted in the identification of a possible suspect.
At approximately 2:00PM on July 1st,2009, approximately eight hours after the damage was reported, the defendant (see below) was interviewed and charged with five counts of Criminal Mischief in the Third Degree (E Felony) and five counts of Making Graffiti (A Misdemeanor).
This investigation and arrest continues. The Town of Poughkeepsie Police Departments policy of zero tolerance for incidents of graffiti through rigorous enforcement, arrests and prosecution of offenders.

June 29, 2009 – Armed Robbery
On 6/27/09 at approximately 11:30PM, the Town of Poughkeepsie Police Department responded for a reported armed robbery of the Panera Bread store located at 2020 South Road, Poughkeepsie NY.
Upon arrival, Officers discovered that the suspect had entered the business, displayed a weapon and demanded cash from the safe. The suspect obtained cash and fled the scene via a waiting automobile. No one was injured during the course of the robbery.
The suspect is described as a black male, wearing a black sweatshirt, black and white hat, blue jeans and a ski mask or scarf covering his face.
The vehicle involved was described as a small two door white or silver vehicle, possibly a Saturn.

The Town of Poughkeepsie Police Department announces that on this date, Police Officer Michael V. Hendryk has graduated with honors from the Rockland County Police and Public Safety Academy.
P.O. Hendryk received the Academic Achievement Award . When receiving his graduation certificate P.O. Hendryk was accompanied by his father, Detective Michael Hendryk a thirty six year veteran of the City of Poughkeepsie Police Department.

May 11, 2009 – Robbery, Strong-Arm
The Town of Poughkeepsie Police Department reports investigating the strong arm robbery of a male pedestrian on Innis Avenue in the Town of Poughkeepsie.
A marked patrol unit was flagged down on Innis Avenue by the victim who reported being robbed of an Ipod by three males. The victim reported no weapon was displayed. The officer broadcast the description of the suspects and began checking the area.
The initial reporting officer spotted one suspect on foot in the Mountainbrook Apartment complex. This suspect was detained and later arrested. Officers from the Town and City of Poughkeepsie Police Departments patrolled the surrounding area and located the remaining two suspects who were also subsequently arrested.
The City of Poughkeepsie Police Department and Town of Poughkeepsie Police Department K-9 ‘Reagan’ assisted with the investigation.
The victim was not injured. All three defendants were being held pending arraignment at Town of Poughkeepsie Court.

May 1, 1009 – Robbery, Strong-arm
On May 1, 2009 at approximately 10:00am the Town of Poughkeepsie Police Department responded to a reported robbery that occurred at the intersection of Main St and Raymond Ave in the Arlington section of the Town.
The victim was pushed by the suspect and an undetermined amount of cash was forcibly stolen. No weapon was displayed during the commission of the robbery. The victim did not sustain any physical injuries. The suspect fled on foot towards Haight Ave.
