Chief Thomas Mauro of the Town of Poughkeepsie Police Department is announcing the professional achievement earned by Town of Poughkeepsie Police K9 Officer Vanja Mikelic and his Canine Partner “Reagan”.
On June 10, 2011, Officer Mikelic and “Reagan” earned the certification of Police Tracking Dog at the Eastern Police Canine Association Trials held in Binghamton, N.Y.
To earn this prestigious certification, the police canine handler and his dog must complete a mentally and physically challenging course. The K9 team must follow a pre-established “track” that is approximately 1400 yards long. This “track” consists of multiple turns and angles and misleading devices designed to try to cross up the K9 Team. In addition, the K9 Team had to locate multiple articles of “evidence” during the track and alert the police handler to them.
Each year hundreds of police K9 Teams from around the United States attempt to earn this certification. To date, only six (6) K9 handlers have ever earned this certification, the last being in 2006. P.O. Mikelic and “Reagan” earned certifications as “police narcotics dog” and “street ready police dog” during the same trials.
P.O. Mikelic has been a member of the Town of Poughkeepsie Police Department since 1999 and began a K9 Officer in 2007. Canine “Reagan” was assigned to the department after extensive training in 2007. He is a 4 year old German Shepherd.

COMMUNITY ADVISORY
The Town of Poughkeepsie Police Department is investigating a series of thefts from unlocked parked cars at night and are advising residents to lock their vehicles.
The suspects have taken change, credit cards and valuable electronics from cars in the area of Van Wagner Road, Bower Road, Cookingham Road, Autumn Drive, Sterling Place, Raker Road, Drum Court, Shelley Road and Vassarview Road. Most of the cars were unlocked.
Residents are urged to lock their vehicles and not to leave valuables in plain sight, even in your own driveway. (If you see someone or a vehicle that is suspicious, call the police.) It is always helpful to remember the suspicious person’s description (race, age, height, weight, clothing etc.), their direction of travel on foot or in a vehicle and a vehicle description if one is involved, including a license plate.
Anyone with information, or who sees any suspicious activity in their neighborhood, should call the Town of Poughkeepsie Police Department at 845-485-3666. Tips may be left anonymously through the department’s Web site at dev.townpolice.net.
June 17, 2011 – Vehicular Assault/Aggravated DWI
On June 17, 2011 at approximately 1:00 a.m., the Town of Poughkeepsie Police Department responded for a reported automobile accident involving a pedestrian in the parking lot of the Red Oaks Mill Shopping Center, 40 Vassar Road. While enroute to the scene, officers were advised that the vehicle that had struck the pedestrian had fled the scene heading south on Vassar Road.
Officers arrived at the accident scene and located the pedestrian victim who was being treated by Arlington Fire District EMS. The victim had suffered serious injury to his head and extremities and was subsequently transported to St. Francis Hospital where he was treated.
Additional Town of Poughkeepsie Police officers were investigating an unrelated crime on Vassar Road south of the accident scene. These officers observed a vehicle with front end damage proceed past them with another car following and flashing its lights. These officers then effected a vehicle and traffic stop of the damaged vehicle on Stephanie Lane off Vassar Road.
Subsequent investigation revealed that the vehicle stopped was in fact the vehicle that had struck the pedestrian at 40 Vassar Road.
The operator of the vehicle was charged and arraigned:

Defendant was arraigned in Town Justice Court on June 17, 2011 before Judge Paul Banner and was remanded to the Dutchess County Jail in lieu of $20,000 cash bail/$40,000 bond, to reappear in Town Justice Court on June 20, 2011 at 3:00 p.m.
June 16, 2011 – Larcenies from Motor Vehicle
The Town of Poughkeepsie Police Department is investigating a pattern of thefts from vehicles occurring during the overnight hours. These crimes are occurring in the Van Wagner Road and Bower Road areas adjacent to the Town of Pleasant Valley.
The suspects are taking change and valuable electronic items left inside the vehicles. It should be noted that ALL of the vehicles entered had been left unlocked by the owners.
All residents are strongly urged to lock their vehicles at all times when parking them. This pattern of crimes clearly shows that the suspects avoid locked vehicles. Residents who lock their vehicles, and do not leave valuables in plain sight, greatly lessen the odds that they will be victimized.

June 1, 2011 – Drowning Investigation

On May 31, 2011 at 5:00 p.m., the Town of Poughkeepsie Police Department responded to a 911 call for a person possibly drowning in the Wappingers Creek. Responding police and fire rescue units learned that a group of youths had been in the area of theWappinger Creek near Willowbrook Heights off Vassar Road in the Town of Poughkeepsie. This area is the near Dutchess County Airport property at Jackson Road. Responding Fire Department units from the Arlington and Lagrange Fire Departments located the victim at approximately 5:29pm .
The male victim was transported by ambulance to St. Francis Hospital with cardiopulmonary resuscitation in progress. He was declared deceased shortly after arrival at SFH.

The name of the victim is Rasean A. Torrey, age 18, a Town of Poughkeepsie resident. The Dutchess County Medical Examiners Office will be conducting an autopsy.

May 27, 2011 – Thea Lapointe – Missing Person – UPDATE
On Thursday, May 26, 2011, at approximately 8:50 a.m. the Connecticut State Police contacted the Town of Poughkeepsie Police Department concerning the ongoing investigation into the disappearance of Thea Lapointe (see press release issued on May 25, 2011).
Chief Thomas Mauro is reporting that a Connecticut State Trooper, on routine patrol, had occasion to check on parked vehicles in the rest area adjacent to Exit 2 on Interstate Route 84 in Danbury, Connecticut. The trooper conducted a computer check on a vehicle, a 2003 Explorer, red in color, New York license plate CSK-6803. This vehicle’s license plate had been entered into the National Criminal Information Center (NCIC) database along with specific information concerning the missing person report of Thea Lapointe.
Upon further examination of the parked vehicle, the trooper observed what appeared to be a person sleeping in the rear cargo area near the tailgate of the SUV. The trooper found the vehicle not running and locked. He was unable to raise the occupants attention. Acting upon the missing persons notification, the trooper broke out a window and gained entry into the locked SUV.
Chief Thomas Mauro stated ”Thea Lapointe was located inside the vehicle and was determined to be deceased”. An extensive crime scene investigation was conducted by detectives from the Town of Poughkeepsie Police Department, the Connecticut State Police and the State of Connecticut Office of the Chief Medical Examiner. Chief Mauro stated ‘‘There is no apparent cause of death at this time. It is expected that the autopsy will provide more information concerning how the victim died”.

May 26, 2011 – Accident – Car/Pedestrian
The Town of Poughkeeepsie Police Department Traffic Enforcement Unit reports investigating a car / pedestrian fatal motor vehicle accident. The accident occurred on Thursday May 26, 2011 at approximately 1:17pm in the parking lot of the Galleria Mall, 2001 South Road, Poughkeepsie N.Y.
A 30 year old Pleasant Valley man, while operating a Toyota Sport Utility Vehicle, attempted to back out of a parking space and struck an 82 year old Poughkeepsie woman who was walking in the parking lot. The 82 year old pedestrian suffered serious head injuries and subsequently died at St. Francis Hospital. The driver of the vehicle did not sustain any injuries.
The Town of Poughkeepsie Police Department was assisted at the scene by New Hamburg Fire Department, Mobile Life Support Services and Galleria Mall Security.
The accident is still under investigation, any witnesses are asked to call the Town of Poughkeepsie Police Department at 845-485-3666. The victim’s name is not being released at this time pending notification of the next of kin.
May 25, 2011 – Missing Person, Adult
On May 22, 2011 at approximately 5:15 p.m., the Town of Poughkeepsie Police Department was notified of a missing person from a private residence in the Spackenkill area of the Town of Poughkeepsie.
Thea Lapointe (see details below) was last reported to be seen at her home by her husband on May 21, 2011 at approximately 5:30 p.m.
The ongoing investigation has revealed no suspicious circumstances surrounding the disappearance of Thea Lapointe. Her name has been entered into a National Database for missing persons.

May 24, 2011 – Weapons Offense, General
The Town of Poughkeepsie Police Department reports conducting a lengthy investigation into complaints of drug sales occurring in the parking lot of Innis Avenue Plaza, located on Innis Avenue in the Town of Poughkeepsie.
At the conclusion of the investigation on May 20, 2011 at about 8 pm, a search warrant was executed at the Innis Avenue Laundromat located at 190 Innis Avenue, Poughkeepsie, NY. Detectives recovered marihuana, crack cocaine and a .32 caliber loaded handgun. The target of the investigation, which was an employee of the business, was taken into custody and charged with drug and weapons offenses.
No other people or employees associated with the business were involved in any criminal activity at the Laundromat.
CHARGES:
On May 20, 2011, Wood was arraigned before Town of Poughkeepsie Judge Paul Banner pending future court appearances. Wood was remanded to the Dutchess County Jail in lieu of $15,000 cash / $30,000 bond.
May 20, 2011 – Strong Arm Robbery
On May 19, 2011 at approximately 9:00 p.m. the Town of Poughkeepsie Police Department responded to the report of a strong arm robbery that occurred at the Subway Sandwich Shop, 43 Vassar Road, Town of Poughkeepsie, N.Y.
Investigation revealed a white male described as follows:
…Thin build
… entered the store and demanded cash. The suspect left the store on foot with a small amount of currency.
Witnesses advised the suspect was pacing outside of the establishment several minutes prior to the robbery.
No weapons were displayed and no one was injured during the course of the robbery.

May 17, 2011 – Press Conference with Senator Saland on May 19, 2011
The Town of Poughkeepsie Police Department will be holding a brief Press Conference at Town of Poughkeepsie headquarters on Thursday, May 19, 2011 at 10:00 a.m. The subject of this Press Conference is the delivery of a new 2011 Ford E450 rescue vehicle.
This specialized vehicle was purchased with $40,000.00 in funding from a law enforcement legislative grant from the NYS Division of Criminal Justice Services that was provided by Senator Stephen Saland. The rescue truck cost $65,981.00. The balance was paid by using department drug forfeiture funds.
This rescue truck replaces a 1994 converted fire department anbulance which contains a 1984 utility body. The new rescue truck was built on a NYS Government services bid contract by Farber Specialty Vehicles, in Columbus, Ohio.
The rescue truck will allow for the safe and rapid transportation of police personnel and emergency equipment to critical incidents. In addition, it can serve as a Mobile Command Post for police emergencies.

May 11, 2011 : Graffiti
On May 2, 2011 the Town of Poughkeepsie Police Department responded to the Dutchess County OCIS building located on 510 Haight Avenue for a report of graffitti on a vehicle. The driver’s side of a van owned by Dutchess County was damaged with spray paint. The damage to the van is in excess of $250.00 dollars.
An investigation conducted by the Town of Poughkeepsie Police Department led to the arrest of two subjects. Kevin Ryan, a twenty year old male, was arrested on May 9, 2011 and Todd Johnson, a twenty one year old male, was arrested on May 10, 2011. Both suspects were charged with Criminal Mischief in the third degree, a class E felony.

May 09, 2011: Strong Arm Robbery
On May 3, 2011 at 11:30 p.m. the Town of Poughkeepsie Police Department responded to 35 West Cedar Street , Marist College Townhouses, based on a complaint of a strong arm robbery.
The victim, a Marist College student, was walking in an easterly direction on West Cedar Street when she was accosted by four (4) subjects in a motor vehicle. Two (2) of the subjects exited the vehicle and physically took her purse from her person. The purse contained cash, credit cards and other personal items.
An investigation was conducted which led to the arrest of (2) two females on May 4, 2011 and (1) male and (1) juvenile female on May 5, 2011. All four were charged with Robbery, 3rd degree, a class D/Felony.

April 29, 2011: Failure to Register as Sex Offender
On June 1, 2009, the Town of Poughkeepsie Police Department initiated an investigation of the crime of Failure to Register as a Sex Offender. Investigation revealed that David Kinlock was not residing at his registered address in the township. As a Level III Sex Offender, Kinlock is required by law to report any change of address within 10 days. During the investigation Kinlock also failed to report for his 90 day registration which is also a requirement of all Level III Sex Offenders.
During January of 2011, the Town of Poughkeepsie Police Department requested the assistance of the U.S. Marshals Service as it was determined that David Kinlock may have fled to the New York City area, Newark, New Jersey or possibly Jamaica.
On April 12, 2011, the U.S. Marshals Service apprehended David Kinlock in Manhattan, New York City. Kinlock was arrested by the Town of Poughkeepsie Police Department and transported to Town Police headquarters.
Kinlock also had pending charges of issuing bad checks and petit larceny and was subsequently charged with those crimes.
Kinlock was a Level III Sex Offender due to a convictgion for the crime of Rape, 3rd degree, on July 10, 2006. All sex offenders in the township are listed at the Town of Poughkeepsie Police Department website (townpolice.net), in addition to links to other resources.

April 26, 2011: Criminal Mischief
The Town of Poughkeepsie Police Department reports from April 22, 2011 thru April 24, 2011, the department received reports of 18 residential mailboxes in the Town being damaged during the overnight hours. On April 24, 2011 at 11:30 p.m. the police department received a call from a resident in Hagantown who witnessed subjects damaging mailboxes in the neighborhood. The witness stated the subjects left in a white Jeep Cherokee. Additional mailboxes were damaged in the South Gate and Crown Heights neighborhoods and in the area of Beechwood Avenue.
Responding officers located the white Jeep Cherokee on Spackenkill Road. After further investigation three (3) subjects who were in the vehicle were placed under arrest and charged with damaging mailboxes in the Hagantown.
Between the evening of April 24, 2011 and the morning of April 25, 2011, the police department received 20 additional reports of residential mailboxes being damaged in the Hagantown area.

April 20, 2011: Accident, Fatal
The Town of Poughkeepsie Police Traffic Enforcement Unit reports investigating a 2 car personal injury motor vehicle accident that occurred at approximately 9:28am on April 19, 2011. This occurred on Hooker Avenue between Cedar Avenue and Raymond Avenue. A 2006 Subaru Legacy being operated by a 71 year old male from Poughkeepsie was attempting to exit the parking lot of Pete’s Famous Café Grill when it was struck by a 2003 GMC Savanna that was travelling eastbound on Hooker Avenue. The 2003 GMC Savanna was being operated by a 23 year old male from Poughkeepsie.
The driver of the 2006 Subaru Legacy sustained serious injuries and was transported to Saint Francis Hospital. A portion of Hooker Avenue was closed during the investigation. The Town of Poughkeepsie Police were assisted at the scene by the Arlington Fire District.
April 14, 2011: Burglary Arrests
The Town of Poughkeepsie Police Department is reporting the investigation and a series of eight (8) arrests concerning break-ins to vacant buildings on the former Hudson River Psychiatric Center (HRPC) property currently referred to as Hudson Heritage.
On April 7, 2011 at 10:04 p.m. officers discovered an apparent burglary in progress at a vacant building on the property. Assisted by the Fairview Fire District with ladders, two (2) suspects were seen inside the building. One suspect fled the scene and a second suspect was taken into custody (see arrest of Joseph Zahn). The defendant was in the process of stealing copper pipes from the building.
On April 8, 2011 at 8:45 a.m., a security employee on the grounds reported trespassers on the property. Both suspects fled from a vacant building. Two (2) suspects were taken into custody after a lengthy foot pursuit through the property. The follow-up investigation resulted in the recovery of cut copper piping and the tools used to cut the pipe. While in foot pursuit of the suspects, a Town of Poughkeepsie Police Department K9 Officer sustained a leg injury. He was transported to a local hospital, treated and released. Town of Poughkeepsie Police Officers were assisted in the investigation under mutual aid support by the City of Poughkeepsie Police Department and Metro North Police (see arrest of D. Potts and M. Potts).
On April 9, 2011 at 5:00 p.m., police officers from the Town of Poughkeepsie Police Department again responded to a report of a group of persons inside a vacant building on the grounds. Four (4) suspects were taken into custody with the assistance of the Dutchess County Sheriffs Office. Two (2) males and two (2) females were arrested for misdemeanor trespass charges and released on $200.00 pre-arraignment bail.
On April 12, 2011 at 3:37 p.m. officers from the Town of Poughkeepsie Police Department once again responded to a report of a male suspect inside a vacant building. A 36 year old suspect was taken into custody on misdemeanor trespass charges and released on $500.00 cash bail.
Chief Thomas Mauro is reminding anyone who would trespass on the buildings and grounds of this property that the buildings are in a severely degraded condition and are extremely unsafe for anyone entering. The property owners and the Town of Poughkeepsie Police Department will maintain a ‘Zero’ tolerance policy regarding persons entering the grounds unlawfully and as a result will be charged criminally and prosecuted.’
April 4, 2011: Grand Larceny Arrests
On March 10, 2011, the Town of Poughkeepsie Police Department was notified by the Administration of Vassar College that they had discovered financial irregularities in their business records concerning college construction projects.
Detectives from the Town of Poughkeepsie Police Department began an investigation and subsequently learned that 1.9 million dollars in funds had been stolen from Vassar College. On April 1, 2011, Town of Poughkeepsie Police Department Detectives, assisted by the Dutchess County District Attorney’s Office and the Westchester County Department of Public Safety, executed a search warrant at the defendant’s residence in Ossining, N.Y. The investigation, which is still ongoing, indicated that a former project manager for Vassar College who worked there from 2005 to 2010 (defendant Arthur H. Fisher) and his wife had set up a fictitious construction company and the stolen funds had been deposited fraudulently into that companies bank account. The U.S. Postal Inspection Service also assisted in this investigation.
Town of Poughkeepsie Police and the Westchester County Department of Public Safety have seized as a result of the search warrant the following:

…Three (3) Rolex watches with an approximate total value of $50,000
…Ten (10) unregistered handguns and one (1) 223 caliber military style rifle
